According to Official Dispatch No. 5520/BKHDT-QLDT, there are 5 regular steps to appoint contractors:
- Step 1: Prepare to select the contractor
+ Make a request document;
+ Appraise and approve the request document and identify the requested contractor.
- Step 2: Organize the contractor selection
- Step 3: Appraise proposal documents and negotiate the contractor’s proposals:
+ The assessment of proposal documents shall be performed according to assessment standards prescribed in the request document
+ A contractor shall be requested for a procurement appointment when it satisfies the following criteria: has valid proposal documents; has capacity, experience, and technical proposals that meet the requirement of the request document; etc.
- Step 4: Present, appraise, approve, and disclose the result of the contractor selection
- Step 5: Complete and conclude the contract.
The contract concluded between parties shall be in accordance with the decision on the approval of the contractor selection result, contract negotiation record, proposal document, request document, and other relevant documents.
