According to the Resolution, the Government of Vietnam agrees on the necessity of establishing a Law on Employment Development Proposal to institutionalize the guidelines and policies of the CPV and the State more specifically.
The Government of Vietnam has agreed with the objective of 4 groups of policies displayed in the Law Development Proposal;
However, it is necessary to review, conduct concentrated research, and perform a more thorough impact assessment regarding several measures that are focal and essential, especially new contents that are not regulated by law to:
Resolve practical difficulties and ensure that there is no dispute or overlap with relevant laws; ensure compliance with international regulations and standards and aim at developing a flexible and efficient labor market, improving the quality of skilled workers, and meeting practical requirements for the improvement of the quality of personnel resources for Vietnam in the new stage.
Regarding regulations on types of funds, it is necessary to thoroughly analyze and evaluate the necessity of establishing each type of fund, clarify the operation model and mechanism of capital mobilization from an off-budget financial fund with support from the State or an off-budget fund for the implementation of private investment mechanism; the impact of such funds on current financial mechanisms in synchronicity with relevant laws, ensuring the flexibility in operating policies of the Government of Vietnam.
