Vietnam to reduce fees for passport issuance and 35 other fees and charges from July 1 to December 31, 2023

On June 29, 2023, the Minister of Finance of Vietnam promulgated Circular No. 44/2023/TT-BTC on the collection of several fees and charges to support the people and enterprises, which contains regulations on passport issuance fees and 35 other fees and charges.

According to the Circular, from July 1, 2023, Vietnam will reduce 20% of fees for passport issuance, laissez-passers, exit licenses, and AB stamps.

At the same time, 35 other fees and charges will be gradually reduced by 10% - 50% to support the people and enterprises. To be specific:

- Fees for citizen ID card issuance;

- Fees for utilization and use of environmental data;

- Fees for issuance of certificates of construction capacity for organizations; fees for issuance of construction practicing certificates to individuals;

- Fees for appraisal of construction investment projects;

- Fees for appraisal of technical designs (fees for appraisal of construction designs to be implemented after base designs); fees for appraisal of construction estimates;

- Fees for appraisal of the issuance of international travel business licenses and domestic travel business licenses; fees for appraisal of the issuance of tourism guide cards;

- Fees for utilization and use of water resources collected by central agencies;

- Fees for utilization and use of information and data on hydrometeorology;

- Fees and charges in the securities sector;

- Fees for licensing provision of civil cryptographic services and products; issuance of certificates of civil cryptographic product standard conformity; certificates of civil cryptographic product technical-regulation conformity;

- Fees for inspection of firefighting and fire prevention equipment;

- Fees for appraisal and approval of fire safety designs; etc.

The fees above shall be gradually reduced by 10 - 50% from July 1 to the end of December 31, 2023.

From July 1, 2024, the collection of the fees mentioned above shall be in compliance with original Circulars or amendment or replacement Circulars (if any).

Circular No. 44/2023/TT-BTC of the Ministry of Finance of Vietnam is effective from July 1, 2023 to the end of December 31, 2023.
