COVID-19 to officially become Class-B infectious disease as of October 20, 2023 in Vietnam

On October 19, 2023, the Ministry of Health of Vietnam promulgated Decision No. 3896/QD-BYT 2023 on downgrading the classification of Coronavirus disease 2019 (COVID-19) from a Class-A infectious disease to a Class-B infectious disease according to the Law on Prevention and Control of Infectious Diseases 2007.

According to the Decision, the downgrade is in compliance with Point b Clause 1 and Clause 2 Article 3 of the Law on Prevention and Control of Infectious Diseases 2007.

Activities of COVID-19 prevention and control shall comply with the regulation on Class-B infectious diseases of the Law on Prevention and Control of Infectious Diseases.

Previously, on January 29, 2020, the Ministry of Health of Vietnam added Coronavirus disease to the list of Class-A infectious diseases according to Point a Clause 1 and Clause 2 Article 3 of the Law on Prevention and Control of Infectious Diseases 2007.

Vietnam’s new regulation on incubation period for COVID-19

Decision No. 26/2023/QD-TTg dated October 19, 2023 of the Prime Minister of Vietnam decreases the average incubation period and the observation period (the period during which no new case of infectious disease is detected) for COVID-19 as follows:

- The average incubation period for COVID-19 is 4 days;

- The observation period for COVID-19 is 8 days.

Previously, according to Decision No. 07/2020/QD-TTg, the average incubation period and the observation period for COVID-19 were as follows:
- The average incubation period for COVID-19: 14 days;

- The observation period for COVID-19: 28 days (from the day on which the latest confirmed case is isolated at a health facility).

Therefore, the average incubation time for COVID-19 has been decreased from 14 days to 4 days, and the observation time for COVID-19 has been decreased from 28 days to 8 days.

Decision No. 3896/QD-BYT comes into force as of October 20, 2023
