(1) Additional policyholders who are people in communes of safe zones and regions of safe zones for revolution in the resistance war against France and the US, currently having permanent residence in the mentioned locations that have their information updated in the National Database on Population and Database on Residence and are not the insured prescribed in Clauses 1, 2, and 3 Article 12 of the Law on Health Insurance, shall have their health insurance premiums paid by the state budget.
(2) Additional policyholders who are ethnic minorities living in communes of area II or III and extremely disadvantaged villages in ethnic minority areas and mountainous areas 2016-2020 that are no longer in the list of communes of area II, area III, and extremely disadvantaged villages in ethnic minority areas and mountainous areas 2021-2025 according to decisions of the Prime Minister of Vietnam, shall have their health insurance premiums paid by the state budget.
(3) Additional responsibilities of a medical service facility in the implementation of a medical service contract:
- Establish a system of information technology infrastructure and upgrade and complete the system of hospital management software for compliance with laws on standards of input data, output data, extraction and transmission of e-data, digital transformation, and e-transaction concerning health;
- Promptly review and issue specialized procedures and guidelines concerning medical services covered by health insurance, measures to prevent exploitation and profiteering from health insurance funds within its jurisdiction; inspect and review the payment of medical service costs covered by health insurance in compliance with laws; proactively detect, review, inspect, and verify high increases in medical service costs covered by health insurance in its premises according to suggestions or warnings from social insurance authorities and conduct appropriate adjustments.
