Prime Minister of Vietnam requests intensification of management and use of e-invoices
This is a content of Official Telegram No. 1123/CD-TTg dated November 18, 2023 on intensifying the management and use of e-invoices to contribute to the acceleration of digital transformation.
Expansion of implementation of e-invoices generated from cash registers
According to the Official Telegram, the Prime Minister of Vietnam requests the Ministry of Finance of Vietnam to take charge and urgently cooperate with Ministries and central authorities in:
- Intensifying the dissemination, leadership, directive, and implementation of the use of e-invoices to help people and enterprises grasp the benefits, responsibilities, and efficiency of using e-invoices and improve the sense of compliance of taxpayers regarding the obligation to comply with tax laws.
Disseminating and expanding the implementation of e-invoices generated from cash registers.
- Urgently completing and upgrading the systems of technical infrastructure and information technology for e-invoices, meeting the requirements for the receipt of data on e-invoices in Vietnam to be convenient and smooth.
Developing a bigger center of databases on e-invoices; applying modern technology and researching solutions to appropriate tools for management and analysis of data to manage risks, promptly detect, prevent, and handle acts of counterfeit or fraud concerning e-invoices, contributing to the improvement of the efficiency and effectiveness of tax administration.
- Taking charge and cooperating with the Ministry of Industry and Trade of Vietnam, Ministry of Science and Technology of Vietnam, Ministry of Information and Communications of Vietnam, and People’s Committees of provinces and centrally affiliated cities in immediately implementing appropriate, feasible, and effective measures to strictly supervise and increase the inspection and examination of the issuance and use of e-invoices, especially in the generation of e-invoices at petroleum retail stores for clients by each sale, ensuring compliance with laws and strict handle in case of failed implementation.
- Intensifying the connection and sharing of information and data with concerned Ministries and central authorities, especially with the Ministry of Public Security of Vietnam, for effective tax administration, especially in activities of e-commerce and business on digital platforms, ensuring the correct, adequate, and timely collection.
- Synchronously and effectively implementing measures to prevent and combat e-invoice fraud. Intensifying cooperation with Public Security Authorities and concerned Ministries and central authorities in promptly detecting law violations and promptly and strictly handling such violations as per regulation.
