Vietnam's warning against provision of information on taxpayers for anonymous parties

On October 18, 2024, the Large Taxpayers Department (General Department of Taxation of Vietnam) promulgated Official Dispatch No. 1345/CT-QLT2 on cooperation in disseminating and universalizing corporate income tax (CIT) refunds. In the Official Dispatch, tax authorities issue warnings against the provision of information on taxpayers for anonymous parties.

According to the Official Dispatch, from 2022, the General Department of Taxation of Vietnam has implemented the Etaxmobile application, assisting taxpayers with tax information lookup, e-tax payment, and implementation of relevant procedures in an easy manner.

However, there are unreliable tax refund services from social media, making taxpayers vulnerable to fraud when providing personal information for anonymous parties.

Therefore, the Large Taxpayers Department warns taxpayers against the provision of personal information for anonymous parties and suggests that taxpayers carry out the procedure for application submission through the official platforms of the General Department of Taxation of Vietnam.

To ensure rights and benefits of taxpayers, the Large Taxpayers Department requests income payers to:

- Disseminate and universalize the registration and use of e-transaction accounts with tax authorities to employees for convenient personal income tax (PIT) settlement and refund; cooperate with the Large Taxpayers Department in supporting and requesting employees to install and use the Etaxmobile application.  Individual taxpayers shall not provide personal information, account information, and passwords for other parties to avoid cases where malicious parties illegally abuse and use such accounts.

- To promptly settle the difficulties of individual taxpayers, enterprises that are income payers shall grasp and summarize feedback and difficulties of employees in the tax settlement and PIT refund for submission to tax authorities for timely guidance. Income payers shall instruct employees to, in cases of difficulties in the tax settlement, tax reduction and exemption, and PIT refund, go through the focal points of income payers to provide suggestions for the Large Taxpayers Department for settlement.

- Taxpayers, when detecting acts of impersonation or receiving information with signs of impersonation, shall immediately provide notices for tax authorities and income payers for inspection and guidelines on timely verification and implementation of measures to prevent damage.

- Taxpayers shall not download or install applications through unofficial URLs and other guidelines and pay attention to signs of scam applications as follows: during the installation, the application constantly requests the grant of rights to monitor the screen and input data, control the screen, etc.
