Vietnam’s plan to implement planning for North Central Region and Central Coastal Region

On October 29, 2024, the Prime Minister of Vietnam promulgated Decision No. 1281/QD-TTg promulgating the plan to implement the planning for the North Central Region and the Central Coastal Region during 2021-2030, with a vision toward 2050.

The plan to implement the planning for the North Central Region and the Central Coastal Region during 2021-2030, with a vision toward 2050, is enclosed with Decision No. 1281/QD-TTg.

Key tasks of the Plan include:

- Accelerate the economic restructuring of regions associated with growth model innovation.

- Fundamentally establish a consistent, modern, and smart infrastructure framework, focusing on traffic infrastructures, energy infrastructures, digital infrastructures, social infrastructures, irrigation infrastructures, and infrastructures for preparation and management of natural disasters and responses to climate change.

- Focus on developing central motivational regions and North-South and East-West economic corridors.

- Regarding the development of urban systems: develop urban systems in regions by networks in a targeted and focused manner in association with economic zones, industrial zones, hi-tech parks, and trade and service centers in a polycentric direction. Develop urban systems of types I, II, and III following the green and smart model, rich in identity and adaptive to climate change.

- Regarding fire safety and rescue infrastructures: develop consistent and modern fire safety infrastructures in conformity with the conditions of regions and sub-regions. Develop, upgrade, and expand command centers, headquarters, and barracks for fire safety and rescue police units, ensuring long-term stability and conformity with the scale and nature of the operations of local fire safety and rescue police forces.

Consistently develop water supply systems and traffic infrastructures and modernize contact information systems for fire safety and rescue operations.

- Regarding regional social infrastructures: develop networks of consistent social infrastructures in regions, including the network of education and training facilities, the network of vocational education and social aid facilities, the network of health and health care facilities, the network of culture and sports facilities, the network of science, technology, and innovation, infrastructures for logistics and trade, and infrastructures for press, publication, radio, television, grassroots-level information, and diplomatic information; particularly, national infrastructures shall comply with approved national planning and plans.

- Regarding national defense and security: consistently implement measures to combine socio-economic development with national defense and security assurance; manage and use national defense and security land; manage and protect national defense works and military zones in regions based on the national defense land use planning, planning for national defense works, military zones, ammunition storages, and national defense industry, and planning for security land during 2021-2030, with a vision toward 2050, approved by the Prime Minister of Vietnam and Decision No. 2256/QD-BQP dated May 30, 2023 of the Minister of National Defense of Vietnam on approval for military maps and terrain prioritized for national defense tasks in regions.

- Regarding the assessment of the implementation of planning objectives: ministries and ministerial agencies shall assess the results of the implementation of objectives and targets set in regional planning.
