Vietnam’s list of scraps subject to suspension from temporary import, re-export, and merchanting trade business

On October 8, 2024, the Minister of Industry and trade of Vietnam promulgated Circular No. 18/2024/TT-BCT on the list of scraps subject to suspension from temporary import, re-export, and merchanting trade business.

According to the Circular, commodities included in the list of scraps subject to suspension from temporary import, re-export, and merchanting trade business are as follows:

- Chapter 25 – Code 2520: Gypsum; anhydrite; plasters, whether or not colored, with or without small quantities of accelerators or retarders

- Chapter 26 – Code 2618: Granulated slag (slag sand) from the manufacture of iron or steel;

- Chapter 26 – Code 2619: Slag, dross (other than granulated slag), scalings and other waste from the manufacture of iron or steel;

- Chapter 26 – Code 2620: Slag, ash and residues (other than from the manufacture of iron or steel) containing metals, arsenic or their compounds;

- Chapter 38 – Code 3818: Chemical elements doped for use in electronics, in the form of discs, wafers or similar forms; chemical compounds doped for use in electronics;

- Chapter 39 – Code 3919: Self-adhesive plates, sheets, film, foil, tape, strip and other flat shapes, of plastics, whether or not in rolls;

- Chapter 39 – Code 3920: Other plates, sheets, film, foil and strip, of plastics, non-cellular and not reinforced, laminated, supported or similarly combined with other materials;

- Chapter 39 – Code 3921: Other plates, sheets, film, foil and strip, of plastics;

- Chapter 39 – Code 3923: Articles for the conveyance or packing of goods, of plastics; stoppers, lids, caps and other closures, of plastics; etc.

Attention: the list of scraps subject to suspension from temporary import, re-export, and merchanting trade business does not apply to cases of merchanting trade business in the form of direct transfer of commodities from the exporting countries to the importing countries without going through Vietnam’s border checkpoints.
