Vietnam to amend regulations on passenger transport registration on waterway routes from shore to islands

On October 13, 2022, the Minister of Transport of Vietnam promulgated Circular No. 24/2022/TT-BGTVT on amendments to Circulars on the management of waterway transport routes from shore to islands in the waters of Vietnam.

According to the Circular, amendments to Clause 2 Article 3 of Circular No. 16/2013/TT-BGTVT of Vietnam on procedures for registering the fixed passenger transport on waterway transport routes from shore to islands are as follows:

Within 3 working days after receiving sufficient applications for fixed passenger transport (according to Clause 1 Article 3 of Circular No. 16/2013/TT-BGTVT of Vietnam), regional Maritime Port Authorities shall submit written requests for suggestions to Departments of Transport where there are ports or wharves for picking up and dropping off passengers managed by provincial authorities.

Departments of Transport shall answer in writing within 3 working days from the date of receipt of the mentioned documents.

(Currently, the time to provide answers is within 5 working days).

Regarding routes assigned by the Ministry of Transport of Vietnam, within 3 working days after receiving sufficient applications according to Clause 1 Article 3 of Circular No. 16/2013/TT-BGTVT, relevant agencies and units assigned by People's Committees of provinces or centrally affiliated cities shall submit written requests for suggestions to Port Authorities where there are waterway transport routes from shore to islands.

Port Authorities shall answer in writing within 3 working days from the date of receipt of the mentioned documents.

Circular No. 24/2022/TT-BGTVT comes into force as of December 15, 2022.
