Procedures for receiving applications for cooperation in organizing foreign language certification exams in Vietnam
According to the Decision, procedures for receiving applications for approving cooperation in organizing foreign language certification exams of foreign countries are as follows:
- The Quality Control Department shall receive applications for approving cooperation in organizing foreign language certification exams of foreign countries (according to Clause 2 Article 21 of Decree No. 86/2018/ND-CP ). Dates of receipt are determined according to the date stamp (for applications submitted in person) or the postal seals (for applications sent by post).
- The Quality Control Department shall assign professional divisions to inspect and review the following contents:
+ Compositions, legitimacy and validity of the submitted application;
+ The satisfaction of requirements for assurance about the quality of cooperation in organizing foreign language certification exams of foreign countries;
+ The uniformity between the application and the agreement between the parties;
+ Document format and presentation.
Procedures for processing applications for cooperation in organizing foreign language certification exams
Procedures for processing applications for approving cooperation in organizing foreign language certification exams of foreign countries are as follows:
- If the submitted application is not sufficient or does not satisfy the requirements prescribed in Clause 2 Article 3 of Decision No. 896/QD-BGDDT dated March 28, 2023:
Within 05 working days from the day on which the application is received, the Quality Control Department shall send a written notification in person or by post or email to the applicant.
- If the submitted application is sufficient and meets the requirements in Clause 2 Article 3 of Decision No. 896/QD-BGDDT dated March 28, 2023, the Quality Control Department shall submit a Decision on establishment of an Assessment Council.
+ Composition of the Council:
++ The President: a leader of the Quality Control Department;
++ Members: representatives of leaders and specialists of the Quality Control Department, Department of International Cooperation, Department of Continuing Education, Department of Planning - Finance, Department of Information Technology and National Foreign Language Project Management Board.
The Council works under the management of the President of the Council as a collective and make decisions by two-thirds vote;
+ The Council’s members are responsible for assessing the conformity of the application with regulations in Decree No. 86/2018/ND-CP and Circular No. 11/2022/TT-BGDDT within the scope of functions and tasks of units affiliated to the Ministry of Education and Training.
The Council's members are responsible for transferring the assessment notes (according to Appendices enclosed with Decision No. 896/QD-BGDDT ) within 07 days to the Quality Control Department for consolidation.
After 07 days, Council’s members who do not transfer their assessment notes to the Quality Control Department, are considered to have approved of the application;
+ The Quality Control Department sends the following documents to the Council’ members:
++ Application form for approving cooperation in organizing foreign language certification exams of foreign countries;
++ Agreements or contracts between examination institutions in Vietnam and foreign institutions for assessment of proficiency in foreign language;
++ Written confirmation of legal status of the parties;
++ Scheme for organization of foreign language certification exams;
++ The blank assessment note (specifying the deadline for completion);
+ If a member of the Council requests the parties to submit additional documents, the Quality Control Department shall send a written notification of requested information to the parties immediately after expiration of the assessment deadline prescribed in Point b Clause 2 Article 4 of Decision No. 896/QD-BGDDT dated March 28, 2023;
+ If necessary, the Council shall organize an inspection visit at the parties’ premises.
- If the application meets all requirements as prescribed, the Quality Control Department shall propose to the Minister of Education and Training issuance of a decision on approval.
