On November 17, 2021, the Minister of Science and Technology issues the Circular No. 10/2021/TT-BKHCN, providing guidance on implementation of the Decree No. 13/2019/ND-CP regarding science and technology enterprises.
According to the Decision No. 1968/QD-TTg dated November 22, 2021, approval the Project “Strengthening application of information technology and digital transformation for trade promotion activities during the 2021-2030 period", in order to enhance the application of information technology in terms of digital transformation for trade promotion activities, the Prime Minister sets the targets to be achieved by 2025 as follows:
According to the Official Dispatch No. 1492/KCB-PHCN&GD dated November 19, 2021, regarding issuance of documents included in application packages for payment of social insurance coverage to covered employees, the Department of Medical Examination and Treatment under the control of the Ministry of Health requests healthcare establishments to issue and manage certificates of leave eligible for social insurance allowance in accordance with the Circular No. 56/2017/TT-BYT dated December 29, 2017.

The Government promulgates the Decree No.101/2021/ND-CP, amending the Decree No. 57/2020/ND-CP and the Decree No.122/2016/ND-CP on the Schedule of Export Duties and the Schedule of Preferential Export Duties.
On November 16, 2021, the Ministry of Industry and Trade issues the Official Dispatch No. 7268/BCT-DB giving announcement of the entry into force of the Regional Comprehensive Economic Partnership ( RCEP) Agreement.
On November 8, 2021, the Government issues the Decree No. 97/2021/ND-CP, amending the Decree No. 23/2018/ND-CP dated February 23, 2018 on compulsory insurance fire and explosion insurance.
On November 8, 2021, the Ministry of Health promulgates the Circular No. 16/2021/TT-BYT prescribing prices of SARS-CoV-2 test services.
According to the Official Dispatch No. 9472/BYT-MT of the Ministry of Health, regarding implementation of the Resolution No. 128/NQ-CP dated October 11, 2021, below are the instructions for medical quarantine and health monitoring of people arriving from epidemically-hit areas:
On November 6, 2021, the Prime Minister issues the Decision No. 33/2021/QD-TTg, amending the Decision No. 23/2021/QD-TTg regarding the aid package extended to employees and employers in a difficult situation arising from COVID-19.

On October 26, 2021, the Minister of Agriculture and Rural Development issues the Circular No. 12/2021/TT-BNNPTNT, providing instructions about collection and treatment of livestock waste and agricultural by-products reused for other purposes.
On October 29, 2021, the Minister of Industry and Trade issues the Circular No. 14/2021/TT-BCT, providing instructions for implementation of the Vietnam - UK Free Trade Agreement (UKVFTA) in terms of trade remedies.
On October 28, 2021, the Government promulgates the Decree No. 94/2021/ND-CP on amendments to the Decree No. 168/2017/ND-CP regarding the amount of security deposit for travel service business.
On October 28, 2021, the Prime Minister issues the Decision No. 1813/QD-TTg on approval of the Program for development of non-cash payment facilities in Vietnam for the 2016-2020 period.
The Government promulgates the Decree No. 92/2021/ND-CP providing detailed regulations on implementation of the Resolution No. 406/NQ-UBTVQH15, regarding several measures to support enterprises and people suffering Covid-19 impacts.
